Press Doctors for the Environment of Viterbo: interventions immediate and necessary to reduce human exposure to arsenic

by the Italian Association of Doctors for the Environment Viterbo immediate and necessary action to reduce human exposure to arsenic and the respect of rules established by European Commission The European Commission
October 28, 2010 with the document number C (2010) 7605 rejected the request commitment to a further derogation of the parameter Arsenic, a carcinogen and toxic element in water intended for human consumption.
The Italian Association of Doctors for the Environment (International Society of Doctors for the Environment - Italy)-ISDE of Viterbo, in considering the persistence of serious delays in the preparation and implementation of measures to protect public health, as determined by the corresponding document, proposed in accordance with the precautionary principle, a series of actions and interventions of immediate realization and leading to the reduction of health risk to populations of the municipalities affected by this environmental issue:
1) immediately provide water from alternative sources dearsenificata , with trucks: schools, day nurseries, hospitals, food industries, in all public, pregnant women, the sick, children and infants;
2) inform the population as large and widespread about the dangers of food and water with arsenic, used for this purpose: radio, television, newspapers, posters and circulars to be sent in healthcare facilities across the region Lazio
3) set up in each municipality affected by this particular environmental issue more points in the supply of water dearsenificata;
4) to use the water in the municipal water systems use only sanitation;
5) Verify that in each municipality, which was previously subject to derogation for arsenic, are issued and enforced the orders for non-potable water;
6) in each municipality to start a weekly monitoring of the value of Arsenic on all points of pumping water in order to be able to determine, in a period of 6-12 months, a realistic average values \u200b\u200bof arsenic and then, and only after this monitoring, if the readings are all within and below the 20 micrograms per liter will be possible to withdraw the orders for non-potable water but always in accordance to what will be decided later by the European Commission
7) capture the results of investigations of relatively Asl to respect the prohibition of use of water containing arsenic both as drink and for food preparations;
8) acquire the maps of the municipal water supply and check the operation of any dearsenificatori already operational
9) established immediately dearsenificazione mobile plant that can subsequently become final and that they use the best techniques dearsenificazione (eg those which absorb the arsenic granules on natural regeneration) without compromising the organoleptic quality of treated water in them and without releasing harmful residues dearsenificazione processes;
10) demand guarantees at least ten sull'impiantistica dearsenificazione of the proposal and surety contracts to protect public investments.

The Italian Association of Doctors for the Environment of Viterbo proposes the actions described above, for reasons of extreme urgency to reduce the exposure of populations to arsenic. The fact
Arsenic is a toxic element, which is classified by the International Agency for Research on Cancer (IARC) as a Class 1 carcinogen certain place and in direct correlation with many cancer and particularly lung cancer, bladder, kidney and skin. Exposure to this element has also been linked to liver cancer and colon cancer and a more substantial scientific evidence it also highlights a pathogenetic role in cardiovascular disease, neurological and neuro-behavioral in type 2 diabetes, some skin diseases and respiratory tract, disorders of the reproductive and hematologic diseases. Due to these evidence-
Legislative Decree n. 31 of February 2, 2001, as amended and supplemented by subsequent Legislative Decree no. 2.27, in transposing the European Directive 98/83/EC, since December 2003 had indicated the maximum limit for arsenic in water intended for human consumption in 10 g / l (micrograms / liter) periods and granted a derogation from this limit, up to 50 micrograms per liter, only because it is occurring and effective interventions Definitive.
The Italian Association of Doctors for the Environment of Viterbo in calling for a halt to any further improper delay in solving this problem, advocates from all institutions offering an even more strong and consistent commitment to respect the right to health, as enshrined in Article 32 of the Constitution and the provisions in the above-mentioned document of the European Commission.
